The National Aeronautics and Space Administration (NASA) Research
Announcement (NRA) entitled "Research Opportunities in Space and Earth
Sciences (ROSES) -- 2009," solicits basic and applied research in support
of NASA's Science Mission Directorate (SMD). This NRA covers all aspects
of basic and applied supporting research and technology in space and
Earth sciences.

Awards range from under $100K per year for focused, limited efforts
(e.g., data analysis) to more than $1M per year for extensive activities
(e.g., development of science experiment hardware). The funds available
for awards in each program element offered in this NRA range from less
than one to several million dollars, which allows selection from a few
to as many as several dozen proposals depending on the program
objectives and the submission of proposals of merit. Awards will be made
as grants, cooperative agreements, contracts, and inter- or intraagency
transfers depending on the nature of the proposing organization and/or
program requirements.

The typical period of performance for an award is four years, although a
few programs may specify shorter or longer (maximum of five years)
periods. Organizations of every type, domestic and foreign, government
and private, for profit and not-for-profit, may submit proposals without
restriction on number or teaming arrangements. Note that it is NASA
policy that all investigations involving non-U.S. organizations will be
conducted on the basis of no exchange of funds.

Appendix A.2 of ROSES-2009, Land-Cover/Land-Use Change, is focused on
improving the detection and monitoring of land-cover and land-use
changes around the world, explaining and attributing these changes to
their primary causes, and examining the implications of the changes in
terms of their impacts (e.g., on the vulnerability of the associated
land use or social systems and their adaptability to a changing
climate).

This program is using a two-step procedure for the submission of
proposals. Step 1 proposals are due 1 December 2009, and step 2
proposals are due 1 June 2010. Pending the availability of funds through
the Federal budget process for fiscal year 2011, NASA expects to make
final selections for this announcement in late 2010. Anticipated
starting date for selected projects is 1 January 2011.
