In 2006, the National Science Foundation (NSF) sponsored The Acoustic
Navigation and Communications for High-Latitude Ocean Research (ANCHOR)
workshop to explore arctic acoustic navigation and communications. An
international group of arctic scientists, acousticians, and
technologists gathered to evaluate existing technologies and to begin
the task of specifying a system for providing year-round, basin-scale
navigation and communications across the entire Arctic.

The ANCHOR workshop report provides science examples the autonomous
systems would facilitate and reviews the current state-of-the-art arctic
autonomous platforms and the technologies that could provide long-range
acoustic navigation and communications in ice-covered environments. It
provides recommendations for near- and medium-term research and
development activities and includes discussions on marine mammal impacts
and diplomatic concerns.

The ultimate goal of the ANCHOR effort is coordination of diverse
science and development efforts to ensure interoperability so that the
resulting system truly provides pan-Arctic navigation and communications
for all devices.
